Damaged concrete cut back, steel cleaned, treated or added, and rebuilt with polymer-modified mortar or micro-concrete.
Column and beam jacketing
RC or steel jacketing to restore or increase load capacity.
FRP strengthening
Carbon fibre wrapping where space or weight is tight.
Crack injection
Epoxy or PU injection, chosen by whether the crack is structural or a leak path.
Site supervision
Propping, sequence and quality checked at every stage.

No. Patching over corrosion traps moisture inside and the damage comes back, usually worse. The rust has to be dealt with at the steel.
For anything more than a small local repair, yes. A repair designed without knowing the cause is a guess.
